Toowoomba Catholic Schools structure
Toowoomba Catholic Schools (TCS) is a vibrant network of 32 schools, served, supported and led by the Toowoomba Catholic Schools Office (TCSO).
With Bishop Ken Howell providing direction to Toowoomba Catholic Schools through the Toowoomba Catholic Schools Charter, and delegating organisational leadership to Dr Patrick Coughlan, Executive Director: Catholic Schools, the vision for all students to achieve academic success in a distinctively Catholic environment comes to life.

TCSO
TCSO is organised to lead a system approach and a culture of local empowerment, autonomy and responsibility within each school community through its four services.

Each of these Services is led by a member of the TCS Executive Leadership Team.
Executive Director: Catholic Schools
Dr Patrick Coughlan
Dr Patrick Coughlan holds the position of Executive Director: Catholic Schools in the Diocese of Toowoomba. This role has delegated responsibility from the Bishop of Toowoomba to lead Catholic identity and mission, education, policy, governance, accountability, resourcing and renewal across our 32 Catholic schools.
Director: Education Services
Ms Madonna Sleba
Ms Madonna Sleba holds the position of Director: Education Services. She is responsible for supporting schools in providing excellent teaching, learning and student support services and for leading the school improvement agenda.
Director: People and Engagement Services
Ms Ngairie Thomas
Ms Ngairie Thomas holds the position of Director: People and Engagement Services. Ngairie is delegated with responsibility for employment, payroll, student protection, professional standards, professional learning and health and safety.
Director: Finance, Infrastructure and Information Services
Mrs Julie Payne
Mrs Julie Payne holds the position of Director: Finance, Infrastructure and Information Services. Her role is responsible for Toowoomba Catholic Schools strategic and operational financial, infrastructure and information services including school finance support, risk management, facilities development, ICT technical and system support and maintenance and the Toowoomba Catholic Schools' fleet of vehicles.
